The Model 1604 Super Eight was redesigned for 1938 and shared styling elements with the range-topping Packard Twelve. This example is said to have been delivered from the factory in burgundy and underwent a color change to black under previous ownership. New sheet metal was reportedly added beneath the rumble seat opening and spare tire wells before it was repainted in its current burgundy with tan pinstripes during the 2020 refurbishment. Features include chrome bumpers, dual brake lights, turn signals, golf bag doors, running boards, a split-vee windshield, a cormorant hood ornament, and driving lights.
The body-color steel wheels feature tan pinstripes, and they are mounted with chrome trim rings and hubcaps as well as bias-ply whitewall tires. Dual spare wheels are mounted in body-color cases in the front fenders. Packard 1604 models ride on a 134″ wheelbase and feature coil springs up front and a live rear axle with semi-elliptical leaf springs out back. The four-wheel drum brakes were reportedly overhauled and fitted with new lines during the refurbishment.
The cabin features a split bench trimmed in tan upholstery along with a matching headliner, door panels, and carpets. Features include dual locking gloveboxes, an AM radio, a heater, an electric clock, a cigar lighter, and a rear window shade. The rumble seat and rear armrests feature matching upholstery.
The three-spoke banjo-style steering wheel fronts a silver-painted dashboard housing a 100-mph speedometer and gauges for amperage, water temperature, fuel level, and oil pressure.
The 320ci straight-eight features a single Stromberg carburetor and was rated at 130 horsepower at 3,200 rpm when new. The engine was overhauled during the refurbishment.
Power is sent to the rear wheels via a three-speed manual transmission.
